The residential building, popularly called “Banovinska”, after the investor – Moravska Banovina (or administrative province), is the work of art of the architect of Russian origin, Vsevolod Tatarinov, who also designed the National Theatre in Niš. The residential building was constructed for the employees of the Moravska Banovina in 1938, on Sinđelićev Square.
It was designed in the spirit of the early Moderne style, with emphasized horizontal masses. The axis of symmetry is accentuated by the staircase of the central entrance and the full vertical which has a metal pole at its pinnacle. Around the two corner entrances, there are colonnades with massive round columns, which are simplified replicas of the Classicist portals.
The building with luxury flats is still a residential building, and the façade which never underwent any subsequent interventions shows evidence of the influence of weather and the inadequate protection of multi-family residential buildings.
