The edifice is situated in the Cathedral complex. It is the residence of the Bishop of Niš, the head of the Niš Eparchy, an area covering all of east and southeast Serbia.
It was designed by the famous Serbian architect and professor of architecture Aleksandar Deroko, along with his assistant who later also became a famous professor, Petar Anagnosti. The construction started in 1940 on the eve of WWII, and was completed in 1954.
This representative edifice was formed using the elements of old Balkan architecture, with characteristic wide eaves, slender chimneys with typical chimney caps, with bay windows on the corners and a series of arcades resembling verandahs. The main façade has a prominent symmetry which is accentuated by the entry veranda with arcades. The entire appearance of the building evokes the architecture of the residential buildings in old Orthodox monasteries.
