The building is situated close to the city center, on the corner of Vožda Karađorđa and Kralja Stevana Prvovenčanog streets, on Sinđelićev Square, diagonally from the National Theater building. The designer of the general district courthouse is not known. It is only known that the construction work was executed by the contractor Milan Stefanović in 1910.
The structure has a well-developed, corner layout with a corner tower. It was built in the pure Secession style. The external architecture of this building underwent several changes. First, the decorations from the pilaster strips were removed, and then, after the addition of the upper floor and the construction of the artificial stone façade, the entire Secession decorations were destroyed. All these decorations were restored on the occasion of the latest façade reconstruction, during the 1990’s.
The building functions as the general district court nowadays.
